Organization Summary

The Christian Social Services Commission (CSSC) is an ecumenical body established in 1992 by the Christian Council of Tanzania (CCT) and Tanzania Episcopal Conference (TEC) to coordinate and strengthen the delivery of health and education services by member churches in Tanzania. CSSC coordinates a network of more than 900 church-owned health facilities, the majority of which are rural-based, contributing nearly 14% of all health facilities in Tanzania, and 1000 church-based education institutions providing 10% of all education services offered in Tanzania.

CSSC, in collaboration with action medeor e.V. (a German medical aid NGO), through the Multi-Actors Partnership for Quality Pharmaceutical Services (MAP-QPS) initiative, is implementing a three-year (2024–2026) project titled Scaling up MAP for transformative processes in clinical pharmacy and pharmaceutical education for better healthcare in Tanzania with financial support from the German Ministry of Economic Cooperation and Development (BMZ). The project aims to sustainably ensure that the Tanzanian population receives better, high-quality pharmaceutical services.

Position Summary

The Project Officer – M&E Technical will be responsible for coordinating the technical activities of the MAP project, ensuring the timely and effective delivery of core project initiatives and multi-stakeholder engagement. The role includes monitoring and evaluation, project planning, execution and management, compliance with procurement and financial management standards, and contributing to project sustainability through policy advocacy and stakeholder collaboration.

Key Responsibilities
  • Design, implement and maintain a robust M&E framework to track project outcomes and report progress.
  • Develop and refine performance indicators ensuring objectivity and cost-effectiveness.
  • Lead and support implementation of project performance indicators and impact matrix updates.
  • Develop and maintain appropriate project-specific databases and M&E tools.
  • Collaborate with the Public Relations Officer (PRO) to document project impacts and best practices.
  • Prepare detailed technical and financial reports in line with donor guidelines.
  • Plan and execute core activities including clinical pharmacy training, workshops, and stakeholder meetings.
  • Advocate for policy adoption and collaborate with regulatory bodies and the Ministry of Health.
  • Ensure adherence to procurement policies and support financial reporting requirements.
  • Support engagement activities to align with key stakeholders and government authorities.
Essential Qualifications & Experience
  • University degree in a relevant field (Pharmacy, Project Management, Public Health, M&E, or related field). Technical knowledge in the pharmaceutical field is required.
  • Minimum 5 years' experience in data collection, analysis, and reporting for development or humanitarian projects.
  • Strong proficiency in statistical software, MS Office suite, and data visualization tools.
  • Proven experience in Tanzanian procurement regulations.
  • Excellent analytical, documentation, and report writing skills.
  • Strong communication and interpersonal skills in English.
