Project summary

The Christian Social Services Commission (CSSC) is an ecumenical body established in 1992 by the Christian Council of Tanzania (CCT) and Tanzania Episcopal Conference (TEC) to coordinate and strengthen the delivery of health and education services by member churches in Tanzania. CSSC coordinates a network of more than 900 church-owned health facilities, the majority of which are rural-based, contributing nearly 14% of all health facilities in Tanzania, and 1000 Church-based education institutions providing 10% of all education services offered in Tanzania.

For over 30 years, CSSC has managed to position itself as the trusted government partner in implementing innovative solutions that create positive impacts on the community through the delivery of quality health and education services. CSSC supports Church institutions in delivering quality social services to all people regardless of colour, race and faith; and also promotes the expansion of health, education and other social services throughout Tanzania.

Project summary

CSSC has entered into a partnership with the German Karl Kübel Stiftung (KKS) and received funds from the German Ministry for Development Cooperation (BMZ) to implement phase two of Usalama wa Watoto (UWAWA) Project in two regions of Mwanza and Pwani. The follow-up project aims to address the continuing child protection issues in targeted 100 schools and to further raise awareness and education within surrounding communities about child protection, child abuse, and sexual harassment. The project will also significantly involve different societal structures including religious and local community leaders in the targeted regions which are crucial to raise awareness of child protection and to address cultural practices that harm children's development. The project aims to create a safer and more conducive teaching and learning environment for children.

CSSC is now seeking applications from highly qualified, well-experienced, competent, and motivated persons to fill the position of Monitoring and Evaluation Officer who will oversee all project-related activities in 4 selected districts in the regions of Mwanza and Pwani.

Overall Responsibility

The Monitoring and Evaluation Officer takes the overall responsibility of operationalizing the M&E system and CSSC MEAL approach for the project. The post-holder will be expected to lead M&E system implementation, including monitoring program quality, rolling out accountability mechanisms, and supporting project evaluations. The Project M&E officer will lead the research by ensuring we are capturing and documenting learnings from the approaches used in the project. The M&E officer will lead M&E capacity building of project staff for successful delivery and attainment of project objectives, collecting and analysing data, and providing regular reports to inform decision-making and improve program outcomes. The Monitoring and Evaluation Officer will collaborate with project staff, partners, and stakeholders to ensure that project activities are on track and aligned with project objectives.

Duties and responsibilities

  • In collaboration with the Project Manager establish and ensure implementation of a strong M&E system for the UWAWA project (M&E plans, indicators performance tracking tables, monitoring tools, benchmarks etc.)
  • In collaboration with Project Manager, develop process, output and outcome level Quality Benchmarks and regularly review progress on indicators/achievement of targets.
  • Review M&E reports to highlight key project strengths and areas of improvement, and use learning from monitoring reports for project planning and implementation.
  • Develop and maintain the Indicator Performance Tracking Tool and Output tracker for the project that will guide the preparation of project progress updates on a monthly basis
  • Identify project staff M&E capacity needs and inform Program Manager and KIM unit and put in place M&E capacity building plans.
  • Lead roll out of project M&E systems and processes to measure achievement and progress towards achieving project objectives/outcomes and results/outputs against indicators (indicator performance tracker tables, quality checklists, etc.).
  • Lead monitoring of project quality using quality benchmarks and ensure that findings are shared with relevant stakeholders and explicitly fed back into project decision-making, incorporating accountability and learning
  • Lead compilation of data and reporting for the project in relation to CSSC and donor’s indicators and total beneficiaries reach reports
  • Design and conduct regular monitoring visits to project sites to assess program implementation, identify gaps and challenges, and provide recommendations for improvement.
  • Collect, analyse, and manage project data, ensuring data quality and accuracy, and maintaining an up-to-date database.
  • Collaborate with project staff to identify and document best practices, success stories, and lessons learned for knowledge-sharing and program improvement.
  • Collect and prepare monthly, quarterly, semi-annual and annual UWAWA project performance reports;
  • Working with the Project Manager to facilitate learning activities such as project review workshops, lessons learnt reports, etc.
  • Ensure participation of beneficiaries and children in monitoring and evaluating the project
  • Establish accountability mechanisms for the project to ensure information is shared and feedback collected from the project beneficiaries; and provide reports and support the implementation team using key learning from the accountability system for project development, planning, improvement and implementation
  • Provide appropriate information on the project to facilitate the effective engagement with donor and Tanzania government officials at all required levels as required to ensure CSSC is considered a preferred and active partner in Tanzania and in the Pwani and Mwanza regions specifically
  • Lead project studies, formative assessments, mid-term evaluations, final evaluations and other research studies, and learning events to measure project impact and outcomes.
  • Carry out any other assignments as may be required by the immediate supervisor.

Required Qualifications

  • Bachelor's degree in social sciences, statistics or a related field.
  • Post graduate studies in social sciences, monitoring and evaluation will be an added advantage.

Experience, Competencies, Skills and Attributes

  • Minimum three years of practical experience in M&E system coordination/implementation preferably in child protection or related fields in a large international non-governmental organization or other reputable local organizations;
  • Familiarity with child protection issues, policies, frameworks and programs.
  • Ability to write clear and well-argued assessments and project reports.
  • A high level and strong written and verbal communication skills in both written and spoken English.
  • Computer literacy, particularly in Word, Excel, PowerPoint,
  • Proficiency in data collection, analysis, and management using statistical packages/software (e.g., SPSS, STATA, Excel).
