Background

The Christian Social Services Commission (CSSC) is an ecumenical body established in 1992 by the Christian Council of Tanzania (CCT) and Tanzania Episcopal Conference (TEC) to coordinate and strengthen the delivery of health and education services by member churches in Tanzania. CSSC coordinates a network of more than 900 church-owned health facilities, the majority of which are rural-based, contributing nearly 14% of all health facilities in Tanzania, and 1,000 church-based education institutions providing 10% of all education services offered in Tanzania.

CSSC is now seeking applications from qualified, experienced, and motivated persons to fill the following volunteer position:

Job Title: Zonal Finance and Administration Officer (ZFAO)

Duty Station: Northern Zone (Arusha), Eastern Zone (Morogoro), Southern Zone (Mbeya), Lakezone (Mwanza), and Western Zone (Tabora)
Employment Status: Volunteer
Contract Period: 6 months
Hours of Work: 07:30 am – 04:00 pm
Job Summary

The position is based at the Zonal Office. Under the general and direct supervision of the respective Zonal Manager, the post-holder will be responsible for undertaking financial, administrative, and secretarial support at the CSSC Zone. S/He is responsible for providing operational and financial support to the CSSC core function and other projects, ensuring the control and maintenance of zonal financial records.

Main Roles and Responsibilities

Administration & Clerical Duties

  • Correspondence & mail management: Receive, screen, log, file (including electronic copies), dispatch, and follow up on incoming/outgoing mail for timely action at zone level.
  • Office admin & document support: Prepare briefing materials, type/collate reports, maintain databases/programme records, and manage diaries/appointments and visitor reception/registration.
  • Communications & equipment operations: Operate telephone, printer/scanner/photocopier, and email, and ensure appropriate control and use of office computer software.
  • Meetings & travel coordination: Organise and service meetings; assist with bookings for hotels, tickets, and car rentals and other routine coordination for official trips and CSSC follow-ups.
  • Office supervision & maintenance: Supervise office attendant/clerical staff (if any) and, with guidance, arrange maintenance and repairs of office equipment.
  • Ensure procurement system operations at the Zone are conducted in accordance with CSSC policies and procedures.
  • Ensure proper functioning of zonal logistical operations, including travel and event organisation.
  • Ensure the safety, custody, and maintenance of office premises, computers and accessories, furniture, and equipment.
  • Ensure proper functioning of the archive and other zone documentation systems.
  • Ensure all supporting documents are kept safe throughout program implementation and that all records are handed over for safe keeping after project closure.
  • Update the zonal and project asset registers, ensuring all procured assets are included and properly coded.
  • Make routine follow-up of CSSC contributions from the Dioceses and facilities.
  • Issue receipts and refunds as per CSSC policy.
  • Ensure the zonal office internal control system is functional.

Finance Duties

  • Ensure depreciations are well recorded in the system and shared with the Chief Accountant for inclusion in CSSC's overall asset register.
  • Ensure maintenance of proper books of accounts at the zone.
  • Ensure efficient payments and disbursements according to approved policies and procedures.
  • Review supporting documents before payment to vendors, checking all invoices for accuracy, totals, and calculations, and cancelling/stamping all vouchers.
  • Review bank reconciliations and ensure timely clearing of reconciling items.
  • Ensure timely posting of retirements and review received retirements.
  • Ensure foreign taxes are properly reported as per CSSC policies and donor requirements.
  • Ensure reconciliations in the general ledger and subsidiary ledgers are conducted, and take immediate action on any discrepancies.
  • Liaise with the zone on annual implementation of activities and budgets, advising the Zonal Manager on developing quarterly, semi-annual, and annual budgets in relation to planned activities.
  • Take the lead in budget preparation during proposal writing, including budget justifications for the zonal budget.
  • Ensure all annual project budgets are incorporated correctly into the CSSC annual budget and inserted into the computerised accounting system (Navision).
  • Manage and lead the zonal office audit, audit entry, auditing exercise, and audit reporting.
  • Participate in close-out/demobilisation plans as per donor guidelines by providing all required financial reports.
  • Prepare and ensure timely submission of monthly, zonal quarterly progressive, and annual financial reports.
  • Perform other related duties as assigned by the supervisor.
Qualifications & Experience
  • Education: Bachelor's degree in Accounting, Finance, Business Administration, or a related field.
  • Experience: At least three (3) years of experience working with an NGO will be an added advantage.
  • Residency: Candidates must reside in, or originate from, the zone to which they are applying.
  • Financial Knowledge: Deep understanding of financial management rules and regulations.
  • Administrative Knowledge: Knowledge of administration and other clerical duties.
Core Competencies & Skills
  • Proficiency in a diversity of accounting software packages, Q&A, and Microsoft Office applications (MS Word, MS Excel, MS PowerPoint, Outlook, and the Navision accounting system) strongly preferred.
  • Strong written and verbal communication skills.
