Zonal AGYW Officer
Background

The Christian Social Services Commission (CSSC) is an ecumenical body established in 1992 by the Christian Council of Tanzania (CCT) and Tanzania Episcopal Conference (TEC) to coordinate and strengthen the delivery of health and education services by member churches in Tanzania. CSSC coordinates a network of more than 900 church-owned health facilities, the majority of which are rural-based, contributing nearly 14% of all health facilities in Tanzania, and 1,000 church-based education institutions providing 10% of all education services offered in Tanzania.

Ministry of Health, through Global Fund Cycle 7 (GFC7) Grant support, implements an essential TB/HIV community-based program (Oct 2025 – Dec 2026) in support of the national effort to sustain and expand community HIV and TB services. The GFC7 program is implemented in collaboration with the Lead CSO – CSSC – and four Sub-sub Recipients (SSRs): TAYOA, NACOPHA, MKUTA and STEPS. It focuses on community-based TB/HIV services across 185 councils and prioritises peer-led service delivery and integration with Local Government Authorities.

Program Goals
  • Reduce new HIV infections by 85% (from 2010 baseline) by 2025.
  • Reduce mother-to-child transmission (MTCT) to <4% at the end of breastfeeding by 2025.
  • Reduce AIDS-related deaths by 80% from the 2010 baseline.
  • Reduce HIV-related stigma to <5% by 2025.
  • Reduce TB incidence and mortality through enhanced detection, treatment, and prevention.

CSSC is now seeking applications from highly qualified, experienced, and motivated persons to fill the following position:

Job Summary

The Zonal AGYW Officer ensures quality implementation of behavioural, structural, and biomedical interventions targeting Adolescent Girls and Young Women (AGYW) within project councils. The role works closely with R/CHMTs, local CSOs, health facilities, and other implementing partners to strengthen linkages and tracking of layered AGYW services, and provides close oversight of SRs/CSOs implementing AGYW interventions in the regions.

Main Roles and Responsibilities
  • Support the Zonal Coordinator to design and roll out biomedical, structural, and behavioural interventions for AGYW.
  • Facilitate community empowerment and capacity-building activities with grassroots partners to spearhead context-specific HIV prevention initiatives.
  • Support AGYW enrolment and retention in the project.
  • Link GBV survivors to health facilities and other service points for post-GBV/VAC services (e.g., PEP, FP, STI services, psychosocial support, forensic evidence collection, and referral to police/legal and community services).
  • Address gender roles and cultural norms; promote behaviour change and rights-based programming.
  • Build the capacity of peer educators and community service providers to deliver quality AGYW services.
  • Organise monthly peer educator meetings for updates, data review, and problem-solving.
  • Liaise with CHAC, TASAF/PSSN, DACC, community development officers, police gender desk, social welfare officers and other government officials for effective implementation and oversight.
  • Strengthen referrals and linkages between facilities and community service delivery points for comprehensive AGYW services.
  • Provide technical support and leadership to CSOs, community health workers, and peer educators implementing AGYW activities.
  • Organise and participate in peer-led sessions; assess effectiveness and provide support as required.
  • Support parenting interventions and AGYW economic strengthening activities led by peer educators.
  • Collaborate with the M&E officer to clarify indicators, ensure quality data tools and reporting, prepare reports, and document best practices/success stories.
  • Coordinate quarterly data entry into DHIS2 with CHMT (DACC/DHMIS).
  • Supervise AGYW peer educators on routine service delivery.
Qualifications & Experience
  • Education: Bachelor’s degree in a health-related field, Sociology, Social Work, Community Development, or a related discipline from a recognised university/college (required).
  • Experience: At least 3 years’ experience in public health, healthcare management, or HIV/TB project management; prior work in OVC, HIV, and AGYW-related programs preferred.

  • Community Work: Experience engaging communities and partnering with local organisations.
  • Program Design: Ability to design, implement, and evaluate OVC/HIV programs tailored to AGYW.
  • Data: Proficiency with data analysis and M&E frameworks; familiarity with data management, tracking, and reporting tools (e.g., DHIS2).
  • Support: Familiarity with counselling and emotional support for AGYW and families.
  • Policies: Knowledge of local/national HIV & AIDS policies and regulations affecting AGYW.
  • Digital: Comfortable with software/tools for data management, project tracking, and reporting.
